ACPE Eastern Region Peer Review Procedure

 

Motion Passed at Annual Meeting Fall 1999: Every five years Eastern Region supervisors are reviewed by a team of peers through the Certification Committee as a way to assure quality supervision, provide concern and care for supervisors, and assist supervisors to move forward in their supervisory practice and remain on the cutting edge of pastoral education.

Values guiding the proposal:
A. Peer Review is for the maintaining of competency, not the uncovering of incompetence.
B. Peer Review is a collegial process providing support and direction for our vocation as professional pastoral educators.
C. Peers review their practice vis a vis theological themes, personality dynamics and educational theory as illustrated from how we manage and devise CPE programs and curricula.

100.1 Overview of Eastern Region Peer Review Process.

100.11 Persons certified as CPE Supervisors by ACPE may either 1. participate in a peer review process with a minimum of two other supervisors at least once per year or 2. participate in an ongoing Peer Group.

100.12 When a supervisor has been notified that the time for their five year review has arrived they may do either of the following: 1. Organize their own Review Committee and report names and date of review to Peer Review Chair. or 2. Be assigned a review committee that will meet the supervisor at the Annual Meeting of Eastern Region.

100.13 Supervisors may develop and maintain a record of continuing education, publications, speaking engagements, and number of student units supervised each year.

100.14 Five years after certification and each subsequent five years, the supervisor receives from the Peer Review Chair:

100.131 A letter at the first of the year indicating it is time for a five-year review.

100.132 An application/face sheet for peer review that indicates which option has been chosen in 100.12

100.133 Suggestions on what material may be useful for the review committee.

100.15 In preparation for the interview, the supervisor submits any materials he/she feels would be useful to his/her review to members of the interview team 30 days prior to interview date agreed upon by Reviewee and chosen peer review group.

 

Sample of Kinds of Material That May Be Useful To You

100.151 Eastern Region Five-Year Review Face Sheet

100.152 Documentation of 1) annual peer reviews or 2) participation in on-going peer group and continuing education on the face sheet.

100.153 A list of any recommendations made to supervisor to be reviewed at his/her last Eastern Region five-year review on the face sheet.

100.154 A paper [5 page max] describing the supervisor’s professional and personal development since the last review, demonstrated with clinical vignettes and reference to annual peer reviews or peer group participation, and including any major shifts in theology, personality dynamics, and educational theory.

100.155 A paper [one page max] describing supervisor’s faith journey and if it applies relation to religious endorsing body.

100.156 A significant work sample that reflects supervisor’s practice of supervision (video, or verbatim or audio or case study or critical incident or other material).

100.157 Supervisor to be reviewed determines agenda and brings to Review Committee meeting.

 

100.16 Following the interview:

100.161 The interview team and supervisor prepare a Brief Statement of Interview process including a description of process and completion of the Recommendations Form. This form along with the face sheet may be submitted by the Reviewee to Review Chair of Certification Committee for the confidential file. It is the responsibility of the supervisor being reviewed to alert the Peer Review Chair . The Review is completed either by sending the above documents or a note verifying the same.

100.16 Definitions:

Annual Peer Review: Any format devised by a group of peers to review their work as supervisors done each year..

Application/Face Sheet: A one-page form that includes persons name etc. and option chosen for peer review. If option one is chosen the names of persons selected by supervisor to be reviewed is listed as well as date of review.

Brief Statement of Interview Process and Recommendations: A one page form that may be used for summarizing the peer review interview and listing recommendations which the Reviewee may send to Peer Review Chair for confidential file and safe keeping.

Continuing Education {may be selected for Review} One Continuing Education Hour equals fifty minutes of participation in continuing education. Each supervisor determines his or her own standard of continuing education hours. Classification for Continuing Education Hours may be: Personal Competency, Theological Competency, and Professional Competency.

          Continuing Education Activities may be chosen from following: Activities of ACPE, APC, NACC, NAJC, AAPC or a college or university or Hospital or Medical Center.   Any activity of professional development relevant to chaplaincy and supervision offered by a professional discipline, institution or association are accepted. Any activity clearly related to practice of ministry is accepted.

 

Glossary

Eastern Region Five Year Review: A process used in the Eastern Region and outlined above to discuss quality supervision and supervisory growth.

Ongoing Peer Group: A group of a minimum of three supervisors who meet regularly to discuss their supervisory practice.

Recommendations: Statements proposed by the Review Team in conjunction with Reviewee to assist the growth of peers in supervision.

Review Team: The three people including chair chosen by supervisor to be reviewed. The Supervisor to be reviewed may appoint a person to chair review committee. Or the three people assigned by Peer Review chair of Eastern Region if that option for review is chosen by the supervisor to be reviewed.

Supervisor To Be Reviewed/Reviewee: Every five years a CPE Supervisor has a regional review by a review team of his/her peers that he/she selects or by a peer group selected by the Peer Review Chair.
